In February and May 2019 Highways England submitted reports that are in the public domain on Lancaster City Council Planning Department and Local Plan Websites. These concluded that :

‘neither the HIF funding bid for local transport infrastructure [submitted by Lancashire County Council] , ... [and] the Local Plan, [are] not based on any transport evidence.’ (Highways England, 10 May 2019 to Lancaster City Council for scoping bid 19/00491/EIO North Bailrigg Lane
