28 August 2018 Newsbrief 32a Cloud General Meeting agenda

The purpose of this meeting is to determine CLOUD’s approach to the Planning Inquiry into the Local Plan.  Expert advice shows that the population growth forecast in the Local Plan is overstated, leading to an excessive house building target with lasting consequences for South Lancaster and especially for Galgate and Scotforth. Overstated housing numbers will impact on flooding, air quality and congestion and infrastructure. The Planning Inquiry provides the key to challenging these numbers, and hence the soundness of the Local Plan.

Inspector Richard McCoy, Bsc MSc Dip TP MRTPI IHBC, has been appointed as planning inspector for the Lancaster local plan inquiry expected later in 2018.  

Enormous thanks to the 15 volunteers who helped us deliver postcards across South Lancaster earlier in the month. This kind of help is so valuable.

Agenda for meeting 30 August 2018

Item 1: Welcome and Introduction.  

The main issue for CLOUD today is the formal Planning Inquiry into Lancaster City Council’s Local Plan.

Item 2: Minutes of previous general meeting, 20 March 2018.

(i) Approve minutes.

(ii) Actions and updates from previous meeting - see Item 3 and Item 4.

Item 3: CLOUD’s Preparations for Public Inquiry.

(i) Report that objections to Local Plan and BGV submitted by CLOUD and others.  See CLOUD website https://www.cloudbgv2017.co.uk/cloud-local-plan-response-april-201 -

(ii) These have gone to Planning Inspector at Dept of Communities and Local Government for Public Inquiry.

(iii) Lancaster City Council’s Area Action Plan for BGV, and drop-in sessions. Two  inquiries, 1st Inquiry, concerning the Local Plan, November 2018-January 2019, 2nd Inquiry, concerned with BGV, later in 2019.

(iv) Importance of 1st Inquiry on housing needs.  Turley Report, Neil MacDonald Strategic Solutions (NMSS) report and funding of Neil McDonald to appear on our behalf. CLOUD and Rule 6 Status.

(v) Subscription to CPRE.

(vi) Expertise among CLOUD members; recruit more supporters.

Item 4: Other Business

(i) Update on remaining items from previous meeting.

(ii) Planning application, Chapel Lane, Galgate.

(iii) Planning application Ellel Artisan Village, and Agri-business development, near Junction 33.
