1. 22/01158/OUT | Outline application for residential development for up to 45 dwellings with access, associated infrastructure and open space | Land At OS Grid Reference E348374 N455851 Main Road Galgate Lancashire


The above outline Planning permission application has been submitted by Hollins Homes. It is located immediately opposite the existing Hollins Site on Ward Field Farm. The proposed site has flooded regularly - especially in November 2017 but there has been flooding in 2015, 2016, 2017 and 2020

The application talks about flood mitigation measures - such as building some houses raised up and Sustainable Drainage Systems (SUDS) . Some of the questions to ask:


  1. Since only some of the houses to be raised up, what flood protection for those that are not?

  2. SUDS are only as good as their maintenance level, who will be responsible for maintaining?

  3. This would be yet another development close to the river Conder and upstream from ,the centre of Galgate. How can residents be confident, given recent experience with other housing developments in Galgate, that this scheme will not worsen the flood risk?

  4. What account has been taken of the cumulative effect of surface water run off - including the Hollins site currently on the other side of the A6? Has advice been sought from the Environment Agency on the flood risk it presents?

The background to Galgate floods

Galgate has a long history of flooding and surface water flooding. The cumulative effect of South Lancaster house building has had a significant impact on surface water flooding causing run off.. See 2019 article which summarises the issues.


The field is adjacent to the Conder and to properties that were devastated in the November 2017 floods

2. Do object Planning Applications do get turned down!

On 10 October 2022 22/00342/FUL | Erection of 115 dwellings with associated access and landscaping | Land At Grid Reference E347900 N455890 Highland Brow Galgate was unanimously turned down by the Planning Committee - click link for Lancaster Guardian article. There was a vigorous campaign led by energetic villagers. This led to 390 objections in a well targeted and carefully thought out campaign and supported by City and Parish Councillors. CLOUD supported the campaign in various ways but the credit for this should go to the grassroots Galgate community. Thank you to them all.
